Regional Development Update 2025: Health care and residential communities in Clay County

Here’s a look at some of the large projects in the pipeline for Northeast Florida.

Brooks Rehabilitation Outpatient Clinic – Orange Park plans an expansion.

The outpatient clinic is at 500 Park Ave. off Wells Road, less than a quarter-mile west of bestbet Orange Park. Brooks Rehabilitation, through Genesis Health Inc., owns the property.

City-owned utility JEA issued a service availability letter Nov. 10 for the project, which would add a 7,000-square-foot pediatric feeding and swallowing clinic. The project will also renovate the existing building’s 10,000-square-foot interior to “maximize patient care space,” according to a Brooks spokesperson.

A separate Brooks Rehabilitation campus focused on senior care could also be coming to Middleburg.

Clay County is reviewing site plans for what could become a 307,760-square-foot campus on 43.5 acres at Old Jennings Road and First Coast Expressway. A map of the proposed development was included as part of Brooks’ grading plans.

Brooks said those plans are conceptual.

Saratoga Springs

Boston-based Freehold Communities continues to make progress on its Clay County “agrihood” development, Saratoga Springs.

Clay County is reviewing several permit applications for the development, including plans for an amenity center and several residential subdivisions.

“With development currently underway, homebuilders are tentatively expected to debut new model homes and begin initial sales in fall 2026,” Freehold said in a Dec. 1 email.

Freehold broke ground on the project Jan. 30 after it purchased the Saratoga Springs site Jan. 10 for $70.02 million, according to the Clay County Clerk of Court and Comptroller.

Built on 2,240 acres, the development could bring as many as 4,489 homes to Green Cove Springs, the company said in a news release.

Lennar and Ryan Homes are the builders.

Freehold Communities says on its website that agrihoods are “an organized community that integrates agriculture into a residential setting.”

Freehold is the developer of Shearwater in St. Johns County, a 1,500-acre community along County Road 210 with plans for 2,000 homes.

Arden, another Freehold project, is a 2,300-home community in Wellington, 22 miles west of Palm Beach. 

Freehold also has developments in California, North Carolina, South Carolina, Tennessee and Texas.

IKO Clay Hill plant

More than a year after work began on an IKO Industries Ltd. Clay County roofing plant, a project spokesperson from the Canada-based company said it is on track for a mid-2026 opening, possibly in April.

The spokesperson said in a Nov. 25 email that the building is roofed and all production equipment is installed. About 40 employees are working at the site, with plans to double that number in early 2026.

Representatives from global roofing manufacturer IKO, the Clay County Economic Development Corp. and the Clay County Board of County Commissioners broke ground March 27, 2024, on the $270 million, 300,000-square-foot plant.

The manufacturing facility is on 80 acres east of U.S. 301 at County Road 218, about 10 miles south of Interstate 10.

The Orange Park Mall sold for $60.5 million, according to Clay County Clerk of Court records. The deed shows a sale date of Aug. 20. The sale was recorded Aug. 22. Boca Raton-based Second Horizon Capital bought the 950,000-square-foot center at 1910 Wells Road from Washington Prime Group. Second Horizon Capital bought the mall through Wells OP Holdings LLC. Washington  Prime Group sold it through Orange Park Mall LLC.

The Orange Park Mall sold for $60.5 million in August.

Boca Raton-based Second Horizon Capital bought the 950,000-square-foot center at 1910 Wells Road from Washington Prime Group.

Second Horizon said it plans investments in the mall, including upgrades to common areas, safety, infrastructure and community programs.

The mall, which is celebrating its 50th anniversary, opened Sept. 24, 1975.
