Jacksonville City Council sets membership of standing committees

Joe Carlucci, Raul Arias, Chris Miller, Will Lahnen and Mike Gay will chair the five panels.

With the Jacksonville City Council’s 2025-26 legislative year underway, new standing committee assignments have been released.

New Council President Kevin Carrico issued assignments for standing Council committees in a July 1 memo. 

The five standing committees review legislation, take comments from the public and vote on whether to recommend it to the full Council for approval or denial. Often, the bulk of Council discussion and debate on legislation takes place in committees as opposed to the full Council floor. 

Each committee meets on the first and third Mondays or Tuesdays of each month. The full Council meets on the second and fourth Tuesday of each month except July and December, when summer and winter breaks are scheduled.

Council is currently on its annual summer break, with no meetings scheduled through July 11.

The assignments are as follows:

Land Use and Zoning

Joe Carlucci, chair; Rory Diamond, vice chair; Terrance Freeman; Randy White; Reggie Gaffney Jr.; Raul Arias; Rahman Johnson.

Meetings: 5 p.m. Tuesdays. 

Finance

Raul Arias, chair; Nick Howland, vice chair; Ron Salem; Rory Diamond; Joe Carlucci; Will Lahnen; Ju’Coby Pittman. Meeting time: 1 p.m. Tuesdays. 

Rules

Chris Miller, chair; Terrance Freeman, vice chair; Ken Amaro; Ron Salem; Randy White; Mike Gay; Michael Boylan.

Meeting time: 2 p.m. Mondays. 

Transportation, Energy and Utilities

Will Lahnen, chair; Ju’Coby Pittman, vice chair; Rahman Johnson; Jimmy Peluso; Matt Carlucci; Reggie Gaffney Jr.; Tyrona Clark-Murray.

Meeting time: 9:30 a.m. Tuesdays.

Neighborhoods, Community Services, Public Health and Safety

Mike Gay, chair; Randy White, vice chair; Ken Amaro; Chris Miller; Ron Salem; Michael Boylan; Tyrona Clark-Murray.

Meeting time: 9:30 a.m. Mondays.
