Attorney D.R. Repass appointed to Jacksonville Planning Commission

With City Council confirmation, he will move into an at-large seat on the nine-member board.

Mayor Donna Deegan has appointed a Jacksonville attorney with 27 years of experience in real estate law to the city Planning Commission.

With City Council confirmation, D.R. Repass will take the at-large seat held by Mone Holder on the nine-member commission. 

In June, Deegan nominated Holder to replace Tina Meskel in the District 5 position. Legislation to confirm Holder’s appointment, Resolution 2025-0478, was introduced July 14.  

Legislation regarding Repass’ appointment, Resolution 2025-0556, is scheduled for formal introduction at the July 22 Council meeting.

According to his resume, which is attached to the resolution, Repass resides in Jacksonville and practices in the city and Ponte Vedra Beach. He lists his practice areas as commercial and residential real estate transactions and disputes, and business transactions and litigation. 

He served as assistant general counsel for the Clark Construction Group Inc. from 1998 to 2001, then spent three years at Akerman Senterfitt. Since 2004, he has operated a private practice, Repass Law.

The website repasslaw.com lists office locations in Ponte Vedra Beach and St. Augustine. 

Under Deegan’s appointments, Holder would serve a partial term to expire Sept. 30 followed by a full term to expire in September 2028. 

Repass would serve a partial term to expire Oct. 1 followed by a full term to expire in October 2028.
