Kevin Carrico, Nick Howland elected to Jacksonville City Council leadership

The two will serve as president and vice president, respectively, beginning July 1.

The Jacksonville City Council chose members Kevin Carrico and Nick Howland as the president and vice president of the 19-member board for 2025-26.

In a May 27 vote, Council elevated Carrico from vice president to succeed President Randy White and selected Howland to move into Carrico’s spot. 

Carrico was selected with a 17-1 vote, with member Matt Carlucci casting the no vote and member Michael Boylan not present. Boylan, whose absence was excused, announced earlier that he would be celebrating his wedding anniversary and would miss the meeting. 

The vote on Howland was 18-0. 

The leadership change will occur July 1, with Carrico and Howland serving terms that expire June 30, 2026.

Carrico was elected to Council in a 2020 special election to fill the unexpired term of Scott Wilson, who had made an unsuccessful bid to become Clerk of the Circuit Court. Carrico won reelection in 2023 with no competition.  

He represents District 4, which includes the Southside.

An administrator for the Boys and Girls Club of Northeast Florida, Carrico served as chair of the Land Use and Zoning Committee and Special Committee on the Future of Downtown in 2024-25 in addition to vice president. 

Howland, an at-large Council member, was elected in 2022 in a special election for a seat vacated after the death of Tommy Hazouri. 

He chairs the Rules Committee and is the immediate past-chair of the Finance Committee. 

Both Carrico and Howland are Republicans. 

Howland is a U.S. Navy veteran and business consultant who serves as executive director of The Fire Watch, an advocacy organization aimed at preventing suicides among veterans of the U.S. Armed Forces. 

Boylan challenged Carrico for the vice president role in 2024. In 2025, he filed legislation that would restrict the Council leadership to the board’s five at-large members. 

Boylan’s bill, Ordinance 2025-0276, is in committees.
