Shores Fine Wine & Spirits continues exploring redevelopment of a closed Wendy’s fast-food restaurant in the Girvin area of East Arlington.
The St. Johns River Water Management District is reviewing a permit application for Shores FWS #22 Inc. to redevelop the existing quick-service restaurant into a 7,500-square-foot drive-thru liquor store with associated parking areas, utilities and stormwater facilities
Civil engineer Kimley-Horn and Associates Inc. is the applicant for the water management review as well as a previously filed service-availability determination request for the project to city utility JEA.
The 1.1-acre project area is at 12911 Atlantic Blvd., at northeast Atlantic Boulevard and Girvin Road. The site is near the Lowe’s Home Improvement store.
The 3,098-square-foot Wendy’s was built on the 0.82-acre site in 2003, Duval County property records show.
A JEA request means a project is being considered and does mean a deal has been done. The utility issued a service availability letter for the project April 25.
The St. Johns River Water Management District application is for an environmental resource permit that would connect the stormwater facilities into the Lowe’s master stormwater system.
Wendy’s has 40 locations in Northeast Florida. The Girvin restaurant is not listed.
ShoresLiquor.com shows 18 locations in Northeast Florida, with the two closest to the Wendy’s site being 14376 Beach Blvd., at southeast San Pablo Road and Beach Boulevard, and 909 Arlington Road N. at northeast Arlington Expressway and Arlington Road.

Shores Fine Wine & Spirits would buy the site form JFCF Investments One LLC of New Jersey.
