Joshua Garrison will return to the Jacksonville Planning Commission after City Council confirmed his nomination Nov. 12 with a 16-0 vote.
Garrison served on the commission from 2017 to 2023, including as chair, and now will fill the District 4 seat on the nine-member commission. The Council vote came on confirmation Resolution 2025-0793, with Council members Matt Carlucci, Rory Diamond and Ju’Coby Pittman not present.
Mayor Donna Deegan nominated Garrison. The mayor’s office makes all nominations for the commissioners plus three alternates.
A former Downtown Investment Authority board member, Garrison is a land development manager for David Weekley Homes. Before joining that company, he spent 22 years as co-owner and president of Miranda Contracting LLC.
He served as president and executive committee member of the Northeast Florida Builders Association from 2019 to 2022.
Under the resolution, Garrison will serve a partial term until Sept. 30, 2026, followed by a full term until Sept. 30, 2029.
The District 4 seat was last held by Julius Harden, who resigned from the Planning Commission in June. In an email to Deegan, Harden said he could no longer manage his commitment to the commission, along with personal and professional responsibilities.
Garrison’s nomination is the fourth to the Planning Commission this year. The nine-member quasi-judicial body has also added Dorothy Gillette and D.R. Repass this year. In addition, member Mone Holder moved to different seat to replace Tina Meskel after being nominated by Deegan and confirmed by Council.
The commission is chaired by Charles Garrison, who is no relation to Joshua Garrison.
