Jacksonville Mayor Donna Deegan nominated former Planning Commissioner Joshua Garrison to return to the commission.
Garrison, a land development manager for David Weekley Homes, will fill the District 4 seat on the nine-member commission pending confirmation by the Jacksonville City Council. Legislation for the confirmation, Resolution 2025-0793, is scheduled for introduction at the Oct. 14 Council meeting.
Garrison served on the commission from 2017 to 2023, including as chair.
Before joining David Weekley Homes in March 2025, Garrison spent 22 years as co-owner and president of Miranda Contracting, LLC, according to his resume. He served as president and executive committee member of the Northeast Florida Builders Association from 2019 to 2022. He also is a former Downtown Investment Authority board member.
Garrison earned an undergraduate degree in communications from University of North Florida in 2021. He also holds a master’s degree in international affairs from European Business School Paris and an MBA from UNF, both of which he earned in 2013.
Under the proposed resolution nominating him to the commission, Garrison would serve a partial term until Sept. 30, 2026, followed by a full term until Sept. 30, 2029.
The District 4 seat was last held by Julius Harden, who resigned from the Planning Commission in June. In an email to Deegan, Harden said he could no longer manage his commitment to the commission, along with personal and professional responsibilities.
Garrison’s nomination is the fourth to the Planning Commission this year. The nine-member quasi-judicial body has also added Dorothy Gillette, Moné Holder and D.R. Repass this year.
The commission is chaired by Charles Garrison, who is no relation to Joshua Garrison.
Council members Ron Salem and Chris Miller have co-sponsored the confirmation resolution.
