The Jacksonville City Council confirmed reappointments of three members to the Downtown Development Review Board through a 15-0 vote Oct. 14.
Board Chair Linzee Ott and members Ennis Davis and Carl Dawson Jr. will serve terms expiring June 30, 2027.
Davis was nominated through Ordinance 2025-0707, Ott through Ordinance 2025-0708 and Dawson through Ordinance 2025-0709. All three ordinances were approved with a single vote as part of the Council’s consent agenda.
Council President Kevin Carrico was traveling with other city leaders on an economic development trip to London in connection with the Jacksonville Jaguars game Oct. 19 at Wembley Stadium. Council members Joe Carlucci, Randy White and Ju’Coby Pittman had left the dais before the vote.
Ott, now a third-term member, has served as the CEO of Build Up Downtown Inc. since 2024. She previously worked in the 4th Judicial Circuit in the Office of the State Attorney beginning in 2017, according to her resume.
Davis, confirmed for his second term, has been a senior planner and project manager at Alfred Benesch and Co. since 2017. He is an in-house consultant for the Florida Department of Transportation and has worked on public planning projects in a nine-county area around Orlando and Jacksonville.
Dawson, also confirmed for his second term, has been the owner and proprietor of Dawson Development Co., Inc. since 1987. He has developed 21 single-family subdivisions in Duval, St Johns and Clay counties.
The DDRB essentially serves as the planning commission for the eight districts that make up Downtown Jacksonville. The board, which comprises nine voting members, reviews all development and redevelopment projects, serving in an advisory capacity to Council on some matters such as rezonings and having final authority on others, such as exceptions, variances, waivers and minor modifications.
All DDRB members are nominated by the mayor’s office and appointed by Council.
The DDRB's next meeting is scheduled Nov. 13.
