Three members of Jacksonville’s Downtown Development Review Board are up for reappointments for full terms, pending votes by City Council.
Legislation for the reappointments of Ennis Davis (Resolution 2025-0707) Linzee Ott (Resolution 2025-0708), and Carl Dawson Jr. (Resolution 2025-0709) will be introduced during the Sept. 9 Council meeting. After the introductions, the resolutions will be assigned to committees and, if approved, will go before the full Council for a final vote.
All three reappointments were requested by Mayor Donna Deegan’s office.
Linzee Ott
Ott, nominated for her third term, is chair of the DDRB and CEO of the advocacy organization Build Up Downtown Inc. She previously worked in the 4th Judicial Circuit in the Office of the State Attorney and in other government and government-adjacent roles in Tallahassee, Jacksonville and Washington, D.C.
Ennis Davis
Davis, nominated by Deegan for a second term, has worked as a senior planner and project manager at Alfred Benesch and Co. engineering since 2017, according to his resume. He serves as an in-house consultant for the Florida Department of Transportation, and has worked on public planning projects in a nine-county area around Orlando and Jacksonville.
Carl Dawson Jr.
Dawson, under consideration for a second term, has been the owner and proprietor of Dawson Development Co. Inc. since 1987, according to his resume. He has developed 21 single-family subdivisions in Duval, St Johns and Clay counties.
Should the three members receive Council approval, their terms would run through June 30, 2027.
The DDRB essentially serves as the planning commission for the eight districts that make up Downtown Jacksonville.
The board, which comprises nine voting members, reviews all development and redevelopment projects, serving in an advisory capacity to Council on some matters such as rezonings and having final authority on others, such as exceptions, variances, waivers and minor modifications.
All DDRB members are nominated by the mayor’s office and appointed by Council.
