Harris Teeter fuel center in regulatory review for East Arlington

The grocery store chain is building in Atlantic North and wants to add a gas station south along Atlantic Boulevard.

Harris Teeter is working toward the fueling center it announced with its new Atlantic North shopping center grocery store in East Arlington.

The St. Johns River Water Management District is reviewing a permit modification filed April 8 for the “Atlantic North Fuel Center” at 11506 Atlantic Blvd., across from the Atlantic North center.

Harris Teeter Properties LLC of Matthews, North Carolina, is listed as the applicant for the project. Sleiman Enterprises owns Atlantic North, at northwest Atlantic and Kernan boulevards, as well as the property for the fueling center.

The gas station land is south of Atlantic Boulevard.

Kimley-Horn and Associates Inc.’s Jacksonville office is the civil engineer and project agent.

Harris Teeter, based in North Carolina and owned by Kroger Co., operates Harris Teeter Fuel Centers.

The Kimley-Horn narrative for the fuel center says the project includes construction of a 240-square-foot kiosk, five multiple fuel-product dispensers, two underground storage tanks and a canopy.

Harris Teeter announced Nov. 10, 2025, it will open in Jacksonville at the Atlantic North shopping center.

The city issued a site-clearing permit Feb. 12, 2026, and a construction permit March 13 for the 61,204-square-foot grocery store at 11901 Atlantic Blvd. The permit for a Harris Teeter liquor store next door was issued March 16.

Hawkins Construction Inc. of Tarpon Springs is the contractor for the project between LA Fitness and Academy Sports + Outdoors.

It will be Harris Teeter’s first new store in Jacksonville since two closed in 2004 and 2006 before The Kroger Co. bought the chain in 2014. Harris Teeter operates one Florida store in Fernandina Beach.

An opening date has not been announced.

Harris Teeter said it would open a fuel center along with the grocery store.

Sleiman Enterprises has been exploring development of the gas station along the south side of Atlantic Boulevard. 

JEA, the municipal area utility, has been reviewing a service-availability request for an unidentified brand on 3.44 acres directly across Atlantic Boulevard from its intersection with Abess Boulevard.

It is across Atlantic Boulevard from the Tesla sales, service and delivery center and the AutoNation USA used-car dealership.

Abess Boulevard runs north and east behind Atlantic North, connecting with Kernan Boulevard.

Atlantic North also has a RaceTrac and 7-Eleven, both with gas pumps.
