Council committee approves rezoning for medical uses in Town Center-area building

A rezoning request to allow medical uses to be added to an office building in the St. Johns Town Center area advanced through the Jacksonville City Council Land Use and Zoning Committee Feb. 18, sending it to full Council for approval.

Committee members voted 4-0 to approve rezoning Ordinance 2026-0017, with Council members Rory Diamond and Rahman Johnson away from the dais and member Terrance Freeman on an excused absence. 

With full Council approval, it would rezone a 7.31-acre property at 10060 Skinner Lake Drive to a new PUD from one enacted in 1997 that allowed for 85,000 square feet of banking operations and a restaurant, along with six drive-thru lanes. 

Sierra Leaf Propco LLC, a Florida-based company, sought the rezoning to a new PUD that would allow for medical and ancillary office uses in addition to the current uses. 

The property houses PNC Bank office space and a restaurant. It is across Skinner Lake Drive south of Bono’s Pit Bar-B-Q and west across Gate Parkway from Costco Wholesale. It is north of Butler Boulevard.

Sierra Leaf Propco LLC bought the building from PNC Bank for $6.5 million in 2025. Sierra Leaf Propco is managed by SageOak Healthcare Properties LLC and O’Connor Development Corp.

According to state records, the LLCs share an address with Sage Development Group at 600 Grand Panama Blvd., Suite 304, in Panama City Beach. Sage says on its website it develops independent living, assisted living and memory care communities. 

A PUD allows uses, regulations and standards tailored to a property.

The bill is scheduled to be taken up by the full Council on Feb. 24.
