Plans for a U-Save car rental franchise near Jacksonville International Airport are moving forward.
On Jan. 8, the Jacksonville Planning Commission recommended approval of a rezoning request for the franchise on a vacant 2.47-acre parcel along Airport Road west of Hotel Windsor Inn and adjacent to an empty parcel owned by the Florida Department of Transportation. The site is about 2 miles east of the airport.
Ammar Shakhtour, who bought the property in 2025, is developing the car rental business.
Shakhtour received recommended approval for a rezoning from Community Commercial/General-1 to Community Commercial/General-2. CCG-2 allows for more intensive uses than CCG-1.
Shakhtour said he plans to open U-Save by the end of 2026, subject to permitting and construction.
U-Save, which was founded in North Carolina in 1979, operates in 31 countries. A 2022 merger between U-Save and Green Motion made U-Save the largest franchise car rental company in the world.
The rezoning request next will move to City Council Land Use and Zoning Committee.
