Dutch Bros Coffee, which plans or is exploring at least 13 Northeast Florida locations, received a permit to build at southeast Beach Boulevard and Spring Glen Road, next to where a closed ABC Fine Wine & Spirits was converted into a Dollar Tree.
The city issued a permit March 5 for the $550,000 project for a 986-square-foot drive-thru and walk-up coffee kiosk on 1.05 acres at 5430 Beach Blvd.
Tatco Construction LLC of Orlando is the contractor. Galloway & Co. Inc. of Atlanta is the architect. England-Thims & Miller Inc. of Jacksonville is the civil engineer.
The scope of the construction is two aisles that feed to one drive-thru window. There is no indoor or outdoor seating included, and plans show a small parking area to serve one walk-up service window.
The permit and plans show the owner and developer as Pursuit Development of Albany, Georgia.
The city issued a mobility fee calculation certificate June 17 for the project.

The vacant site is owned by J&J Real Estate Ltd., based at the ABC Fine Wine & Spirits headquarters in Orlando.
Dutch Bros would be developed on the vacant side of the 2.26-acre site where ABC operated before the conversion into Dollar Tree.
The DutchBros.com site shows five locations open in Northeast Florida.
Dutch Bros, based in Tempe, Arizona, opened its first area kiosk in August 2024 at 50 McCoy Way in St. Augustine, about a half-mile north of a Publix at the Shoppes at Palencia Commons.
Four more have since opened at 5733 Roosevelt Blvd. near Winn-Dixie in West Jacksonville; 7720 Argyle Forest Blvd. in Southwest Jacksonville; 10913 Baymeadows Road in the Winn-Dixie-anchored Point Meadows center west of I-295; and 4640 Race Track Road in the Shops at Race Track Rd in Saint Johns.

At least six more Dutch Bros Coffee sites have been identified in Harbour Village at northwest Atlantic Boulevard and San Pablo Road; Flagler Center at Flagler Center Boulevard and Old St. Augustine Road; northeast San Jose Boulevard and Loretto Road in Mandarin; southeast Normandy Boulevard and Fouraker Road; and three in St. Johns County in Elevation Pointe; at Florida 16 and Green Acres Road east of Interstate 95; and along International Golf Parkway east of World Commerce Center.
Besides specialty coffee, the company sells its Dutch Bros Rebel energy drink and Nitro Cold Brew coffee.
It offers teas, lemonades, smoothies and its signature Dutch sodas.
Dutch Bros has a limited menu of pastries, granola bars and muffin tops with no cooking on-site.
In 2023, Dutch Bros announced its intentions to enter Northeast Florida. The name is pronounced “Bros” and not “brothers.” It calls its shop staff “broistas,” a take on Bros and barista.
Dutch Bros started in 1992 in Grants Pass, Oregon, and it became a public company in 2021 with the formation of Dutch Bros Inc. It is listed as BROS on the New York Stock Exchange.
It had 1,136 locations in 25 states as of Dec. 31, 2025. There were 27 in Florida.
Dutch Bros Inc. summarized its competition in its annual Securities and Exchange Commission filing.
“The beverage industry is highly competitive and fragmented, and our shops compete on a variety of factors, including convenience, taste, price, quality, service, labor, and location,” it said.
“We believe our primary competitors include national and regional coffee chains, local specialty coffee shops, regional drive-thru beverage chains, and drive-thru quick service restaurants. Our competitors operate company-operated, franchised, and mixed business models. In addition, we also compete with convenience stores.”
