Fresh-baked breads, pastries and desserts could soon be available near Jacksonville City Hall after a March 18 vote by the Downtown Investment Authority board.

The board unanimously approved an incentive of up to $24,450 for the From Butter With Love bakery to operate in a storefront at 223 N. Hogan St., near Hogan and Monroe streets. Board members Carrie Bailey, Cameron Hooper and Trevor Lee were not present.

The 6-0 vote on Resolution 2026-03-02 provides the incentive through the DIA’s Retail Enhancement Program in the form of a forgivable, no-interest grant amortizing at 33.33% per year for three years.

A staff report on the proposal describes the business as “a handcrafted bakery specializing in small-batch sourdough breads, laminated pastries, gluten-free desserts, and specialty bagels.”

“Production will occur on-site with an open kitchen concept that allows customers to see the baking process and emphasizes craftsmanship and product quality.”

Blair Ogle Inc., co-owned by J.T. Ogle and Leah Ogle, sought the incentive.

The staff report said the Ogles previously operated From Butter with Love Bakery at Mossfire Grill at 1573 Margaret St., using the kitchen in the morning before the restaurant began preparing lunch and dinner. Mossfire Grill closed in November 2025.

Total build-out costs for the Downtown project are listed at $56,000 in DIA documents.

The storefront at 223 N. Hogan St. most recently housed The Mini Market, which sold convenience store items, coffee, gifts and more. Before that, it was home to the Back to the Grind Downtown coffee shop.

Hours for the Hogan street bakery will be 7 a.m. to 2 p.m. Monday through Friday, the DIA reported. There will be no weekend hours initially.
