Plans for a mixed-use development that would include medical, hospitality, dining and retail uses in West Jacksonville moved forward March 19 after Planning Commission approval for a change to the previously approved site plan.
Jacksonville-based Cross Regions Group requested the change to allow for its proposed Fountains at Westside development on 25.66 acres at southeast Lane Avenue and Ramona Boulevard off Interstate 10.
The commission approved the request on a 6-0 vote with commissioners Lamonte Carter, Dorothy Gillette, Moné Holder and D.R. Repass absent. Alternate Suzanne Jenkins took part in the voting.
Contained in MM-26-08, the change was to a site plan in a Planned Unit Development zoning approved in 2023 for the property. The site plan attached to that PUD allowed for 400 residential units.

Cross Regions, through Fountains at Westside LLC, bought the site in four parcels in December 2024 for about $9.8 million.
David Ergisi, president and CEO, said in 2025 the development would create a “hub” for area residents, similar to River City Marketplace or St. Johns Town Center.
Plans call for a gas station, a 5,000-square-foot restaurant, a 36,000-square-foot retail building, a 2,100-square-foot restaurant, a 15,000-square-foot medical office building and a 40,000-square-foot hotel.
Cross Regions Group submitted civil engineering plans for the project in December 2025. The St. Johns River Water Management District issued an environmental resource permit Oct. 31 for the project’s mass grading plans.
Plans call for Fountains at Westside to be developed in multiple phases starting with the renovation of an existing 36,000-square-foot building where Office Depot operates.

The property is the former Westside Plaza, built in 1970. Previous tenants included The Home Depot and Piccadilly cafeteria. The Home Depot moved and the building became Johnson’s Family Flea and Farmers Market. It was demolished, as was the Piccadilly building.
Cross Regions Group is also the developer of the 100-acre The Fountains at Saint Johns mixed-use development at County Road 210 West and Interstate 95.
The Planning Commission’s vote constituted final approval of the request for minor modification, with no action required by Jacksonville City Council.
