Developer plans apartments, townhomes near San Marco

Chance Partners LLC affiliate under contract to buy Kings Avenue site now home to Southside Assembly of God church.

Developers of the proposed San Marco Promenade want to continue infilling the Kings Avenue and Philips Highway area with San Marco Crossing, another residential project.

Chance Olevia LLC, led by Judd Bobilin and Jeffrey Rosen, want to rezone about 6.82 acres owned by Southside Assembly of God Inc.  at 2118 Kings Ave. The church uses a portion of the property and the remainder is vacant.

Rosen said Thursday Chance Olevia LLC, an affiliate of Chance Partners LLC, is under contract to purchase the property. 

The site is bounded by Kings Avenue and the Florida East Coast Railway line on the west and east and by Olevia Street and Mitchell Avenue on the north and south.

Chance Olevia plans to redevelop the site with up to 331 apartments and townhouses along with recreation and open space, plans show.

Rosen said construction could start in the first quarter of 2019 and the first units could be available in the summer of 2020. 

He anticipates that Southside Assembly would remain on the property until site work begins. 

Rosen declined to comment further on the project, referring to the information in the application.

Southside Assembly Pastor Milton Dykes was unavailable Thursday to comment.

Chance Partners LLC is listed as the developer on a rezoning application exhibit. Dynamik Design of Atlanta is the architect and Kimley-Horn and Associates Inc. is the engineer. The applicant is lawyer T.R. Hainline with Rogers Towers.

Chance Partners wants to rezone the property from Community Commercial General and Commercial Office to a Planned Unit Development.

“The PUD proposes to develop an underutilized property in a corridor that is often viewed as blighted,” the application says.

It says the development will support infill development in the area and serve as the catalyst for more development.

Public hearings for Ordinance 2018-0015 are scheduled Feb. 8 at the Jacksonville Planning Commission, Feb. 13 at City Council, Feb. 21 at the council Land Use and Zoning Committee and again at council Feb. 27.

Four-story residential buildings front Olevia Street on parcel A with a four-level parking garage and a pool and pond.

The adjacent parcel B between Bertha Street and Mitchell Avenue includes four-story residential buildings and a park and pond.

Parcel C along Perry Place shows a two-story carriage-house townhome project.

An alternate site plan provides an option to develop townhomes on parcel B or, with approval of a minor modification, single-family homes.

“The property provides a vital link in the redevelopment of this corridor along Philips Highway and Kings Avenue in San Marco,” says the rezoning application.

Chance Partners also is redeveloping 17.3 acres nearby at 2600 Philips Highway for San Marco Promenade. The project, formerly known as Jackson Square, will comprise 510 apartments and retail space among two phases.

The San Marco Crossing application states that more residential use in the area will increase walkability, connectivity and activity as a central point between St. Nicholas, Jackson Square, Atlantic Boulevard and San Marco Square.

Parking will be provided at a minimum of 1.35 spaces for each unit in a mix of surface parking, an enclosed parking garage or parking structures and attached garage parking connect to or under the apartment, townhouse and single-family dwellings.

Rosen and Bobilin also are converting the former Commander Apartments and St. Johns Village in Avondale into the 228-RiverVue apartment community at St. Johns Avenue and Herschel Street.
