Duval

NEFBA’s Government Affairs Committee: The next Government Affairs meeting is 8:30 a.m. April 27 at the NEFBA offices, 103 Century 21 Drive, Suite 100.

School concurrency: The City of Jacksonville has reconvened the Public School Facilities Planning Joint Planning Committee to consider issues regarding school concurrency. Discussions have included removing portable structures from capacity calculations and reducing the level of service percentage use in calculating concurrency.

C&D franchise fee: The City of Jacksonville Special Committee on Solid Waste has recommended the creation of a county franchise fee for construction debris haulers. This fee would be offset by a reduced tipping fee and the elimination of the host fee on franchise haulers. The administration is seeking to have the legislation become effective Oct. 1.

Clay

Proposed gas tax: The Clay County Commission is considering a proposal to increase the gas tax by 1 cent to 5 cents per gallon. Supporters say it can be used to fill funding deficits to repair roads in the county. The deadline for the county to levy the tax is Oct. 1. The effective date would be Jan. 1.

St. Johns

Open space requirements: Commissioners are considering a change to the Land Development Code that would allow ponds, with certain improvements and amenities provided, to account for a specified percentage of the minimum open space standard of 25 percent. Open space currently includes recreation, buffers, common areas, environmentally sensitive areas and other conservation or preservation areas providing either significant or essential natural habitat.

Florida Blower door testing requirements: The NEFBA Codes and Standards Committee and BOAF will host a luncheon at 11:30 a.m., Tuesday, April 25, to discuss the implementation of the upcoming blower door testing requirement. Nassau

Online permitting/inspection requests: The Nassau County Building Department is now allowing contractors to submit a permitting/inspection request online. Previously, the only way to request an inspection was by telephone. Visit www.nassaucountyfl.com and select Building Department from the drop-down menu under “Departments.” On the Building Department page, select “Permitting/Inspection Request” on the left side of the screen. Contractors can still make a request to schedule an inspection for the next business day by phone as well.
