The City opened its Laura and Hogan street entrances to City Hall Monday. It was the first time since the Sept. 11 terrorist attacks the entrances have been opened. The City moved its guard station back to the first–floor elevators to monitor visitors to the other floors of the building. A private security consultant suggested the changes.
