The Jacksonville Bar Association welcomed Judge James Milliken to last week’s JBA luncheon at the Omni. Milliken, with the San Diego Superior Court, has spearheaded a number of reforms to reduce the number of offenders in the juvenile justice system. Teaching youthful offenders to read, along with drug rehabilitation, have been the most important tools for keeping them out of jails and prisons.
