Bus bench advertising questioned

City attorneys are currently looking into the legality of a 50 year-old, seemingly unbreakable contract. Established in 1958, the contract grants Pilgrim Corporation permission to supply the City with bus benches at various Jacksonville Transportation Authority locations in downtown and Riverside. Advertising is allowed on the benches, but attorneys are concerned that the policy is being abused. They say in the last 50 years, the City has adopted new standards — most notably sign ordinances and billboard zoning restrictions — designed to hinder “eye pollution.” They are also concerned that the benches are being installed in locations that are not in close proximity to the JTA stops. According to the contract, Pilgrim Corporation can terminate the agreement, but the City cannot. However, if a judge rules it a contract of adhesion it can be dissolved.
