• Jacksonville will officially get its eighth sister city Oct. 2 when San Juan, Puerto Rico Mayor Jorge Santini comes to town to sign the sister cities agreement with Mayor John Peyton. The ceremony is at noon at the Omni.

• Attorney Lee Lockett will appear on the Dr. Phil Show Monday at 2 p.m. on Ch. 4 and also at 9 p.m. Lockett is scheduled to lend his legal expertise to the show on two more episodes on following Mondays.

• The Council Auditor’s Office — in additional to handling the City budget the past few months — recently released its assessments of the lifeguards for the three beach cities. The reports found no issues with the lifeguards in Atlantic Beach or Neptune Beach. However, the report on the Jacksonville Beach lifeguards notes some travel expenses and other costs the auditor’s office doesn’t deem “reasonably necessary.”

• Speaking of the Beach, Lemon Bar will stay open at least a week later than year’s past. The oceanfront bar in Neptune Beach usually closes Halloween weekend. However, since the Sea & Sky Spectacular is the next weekend at the beach, Lemon Bar will be open for viewing and cold beverages.

• The “Rocky Horror Picture Show” will return to The Florida Theatre Oct. 17 for a midnight showing. The festival in front of the theater starts at 8 p.m. and includes food, drink, The Rocky Horror Tribute Band and, of course, a costume contest. • New York Times correspondent and Pulitzer Prize winner Kevin Sack will be in town Oct. 5 as the guest speaker at a health care reform briefing. It’s sponsored by St. Vincent’s Healthcare Foundation, which is chaired by General Counsel Rick Mullaney.

• The City’s Ethics Commission meets Monday at City Hall in the Lynwood Roberts room at 5 p.m. It plans to discuss its presentation to the Charter Revision Commission, which will meet Thursday beginning at 9 a.m. in Conference room A in the City Council Offices.
