• PGA Tour Commissioner Tim Finchem is scheduled as the guest speaker today at the JAXUSA Partnership’s quarterly luncheon at the Hyatt Downtown. His topic is “The Regional, National and International Impact of The Players Championship.” The 2012 tournament event is May 7-13.

• The Wall Street Journal reported Saturday that the average third-quarter monthly mortgage payment in Jacksonville was $711, below the area’s average rental rate of $779. The Journal’s third-quarter survey of housing conditions in 28 metro areas found that monthly mortgage payments are lower than average rents in 12 of the areas.

• The City approved a construction permit for Tom Bush MINI at 9875 Atlantic Blvd. for a new showroom building and service drive with renovations to the existing service work stalls. Elkins Constructors Inc. will handle the $928,000 project.

• The City OK’d remodeling and upgrades for Carrabba’s Italian Grill restaurants in Regency at 9840 Atlantic Blvd., at $6,600, and at 8137 Point Meadows Way, at $3,300, by Willett Signs & Service LLC.

• Among office permits, the City approved tenant build-out for CBCS National at 7011 A.C. Skinner Parkway, No. 170, by Flagler Construction at a project cost of $198,470; a business office addition for Goodrich at 6061 B.F. Goodrich Blvd. by Duffey Southeast Inc. at a project cost of $102,538; and interior remodeling for Weight Watchers at 11362 San Jose Blvd., No. 17, by Horizon Retail Construction at a project cost of $32,000.

• Clarification: Carol Daniels died in June 2010. The year was not specified in a story about Lad Daniels’ retirement event in a story Monday.

• In the educational area, a permit was OK’d for interior improvements for Florida Coastal School of Law at 8787 Baypine Road by Coastal Contracting of North Florida at a project cost of $34,000.

• Kellie Ann Salinas has been named executive director of the Daniel Foundation.

• In the medical arena, the city approved interior renovations for the Mayo Clinic histology lab at 4500 San Pablo Road S. by Auld & White Constructors Inc. at a project cost of $217,000.

• The City signed off on permits for interior build-out for Beth Israel Messianic Synagogue at 8667 Baypine Road by Tenant Contractors Inc. at a project cost of $380,127; and for remodeling for Northwest Kingdom Hall at 7021 New Kings Road by Barratt Builders at a project cost of $112,000.

• Approvals were given for roofing for Lutheran Social Services at 1502 Jessie St. at a project cost of $80,631; roof repairs for JEA at 9201 Atlantic Blvd. by Barber & Associates Inc. at a cost of $58,000; roofing for Clark’s Fish Camp at 12903 Hood Landing Road, a $10,000 project by K&G Construction Co. Inc.

• On the retail side, the St. Johns River Water Management District is reviewing an environmental resource permit application for a 9,200-square-foot Dollar General store at 8913 Normandy Blvd.
