Most attend ethics training

Despite a legal opinion that exempts City Council members from a state law about ethics training, the majority of the 19 members either attended a Friday session or had already completed requirements.

The state law passed this year requires "constitutional officers" to complete four hours of ethics training.

Among those listed as being required for the training are county commissioners, but an Office of General Counsel opinion maintains council members aren't constitutional officers nor county commissioners.

Carla Miller, the city Ethics, Compliance and Oversight director, disagrees with the opinion.

On Friday, she and others hosted an ethics training session that nine of the 19 members attended, according to an email Miller sent to Ethics Commission members. Lori Boyer and Greg Anderson already completed the four hours through other training,

Clay Yarborough and Kim Daniels were out of town, Doyle Carter was sick, Ray Holt had a work conflict and Denise Lee had an excused absence, but all called, mostly to find out how to make up the time. Daniels has completed some of her time through the League of Cities.

Richard Clark, Warren Jones and Stephen Joost did not attend.
