Reorg-related bills introduced tomorrow

Moving the boxes will mean familiar faces in new places at City Hall.

The latest reorganization plan pitched more than a year ago and finalized in late February means that certain departments and functions have been shifted. Among them, the Neighborhoods Department has been recast Regulatory Compliance and handles most of the city compliance duties — Animal Care and Protective Services, Municipal Code Compliance and others — while Public Works receives an operation director and transportation planning is back as a role within Planning & Development.

Legislation filed last week and introduced Tuesday would confirm several employees into reorganization-created roles. Several of them will receive upgraded pay as part of the change.

The employees are:

• Beth Meyer as division chief of Disabled Services, which is housed in Parks, Recreation and Community Services. Meyer made $54,320 as a manager within the division and will make $81,407 in the new role.

• Joahnetta Moore as chief of Social Services Division, also housed in parks and recreation. Like Meyer, she will make $81,407 after earning $55,544 as a program manager in the behavioral and human services division.

• John Pappas as operations director of Public Works. Pappas will make $111,488 after being paid $91,488 as an engineering manager.

• Kimberly Scott as director of the Regulatory Code Compliance Department, formerly Neighborhoods. She will make $120,000 in the new role after making $88,200 as code compliance director. Code compliance now falls under the department.

• Nikki Harris as chief of Animal Care & Protective Services Regulatory Compliance, which falls under Regulatory Compliance. There will be no increase in pay.

• Dave McDaniel as division chief of Mowing & Landscape Maintenance, which is housed under Public Works. His salary will not be increased.

• John Jones as division chief of Real Estate. The role was put back into Public Works instead of just being a function. There will be no pay raise.

• Jill McElwee as training division chief of the Jacksonville Fire & Rescue Department. There is not a pay raise with the move.

• Dan Rieves as division chief of Employee & Labor Relations. A salary increase is not included.

After initially being sold as a way to cut costs, the complete reorganization will cost more than $560,000 for a better organizational structure.
