Billiards hall planned at Jefferson Avenue and Blanding Boulevard in Orange Park

Clay County is reviewing site plans for the 14,400-square-foot pool hall, which includes a 2,840-square-foot dining area.

A 14,400-square-foot billiards hall is planned at Jefferson Avenue and Blanding Boulevard in Orange Park. 

The proposed venue is on 3.445 acres of undeveloped land about 5 miles south of Orange Park Mall. It would be adjacent to Circle K and McDonald’s with access from Jefferson Avenue.

Clay County is reviewing site plans for the hall, which includes a 2,840-square-foot dining area. There are 133 parking spaces, including five designated for Americans with Disabilities Act use.

Proposed infrastructure improvement includes a paved parking lot and driveways, concrete sidewalks, a dumpster and associated utilities. The site will be fenced.

Jacksonville-based Taylor & White Inc. is the civil engineer. 

The project application shows it is by Kester Development at 311 Blanding Blvd., Suite 10, in Orange Park. That address is where the hookah and pool hall Cue & Shisha operates, It features pool tournaments, a full bar and dining.

Huntley Jiffy Asset Liquidation Trust owns the uncleared parcel. It bought it from Jiffy Food Store in 1991.

Jiffy Food Stores closed permanently in 1991. The Huntley family sold the chain to Lil’ Champ in 1990. Lil’ Champ was later acquired by Kangaroo Express, which was then taken over by Circle K.

The Clay County Development Review Committee discussed the project at its April 24 meeting.

Calls to developer Robert Kester for more information have not yet been returned.

A separate pool hall of a similar size, Legends Billiards, is planned in Baymeadows at 8206 Philips Highway, No. 32. Forshee Contracting Services LLC is converting an existing 14,227-square-foot space, formerly the size of Mojitos Caribbean Cuisine Bar and Grill, at a cost of $85,000.
