The city issued a construction permit Aug. 19 for the closed ABC Fine Wine & Spirits store in the Spring Glen and Englewood area to be converted into a Dollar Tree discount retailer.

Barrett Construction Solutions LLC of Zebulon, Georgia, is the contractor for the $277,860 project to renovate the 10,035-square-foot store at 5440 Beach Blvd.

As of June 23, ABC had not announced plans for the closure or an agreement with Dollar Tree, said Chris Quarles, vice president of real estate for ABC Fine Wine & Spirits, in an email that day.

Quarles did “confirm that we’ve had discussions with Dollar Tree,” but had no additional information about Dollar Tree and its process.

He did not immediately respond Aug. 19 to an email for comment.

The ABC store is listed online as permanently closed and a person answering the store’s phone number said the store was permanently closed. It is not listed on the abcfws.com site.

Orlando-based ABC Fine Wine & Spirits is the landlord. J&J Real Estate Ltd., based at ABC headquarters, is the property owner.

RRMM Architects of Chesapeake, Virginia, is the architect.

Dollar Tree is coming to 5440 Beach Blvd. in a converted ABC Fine Wine & Spirits store.

The store was built in 2007 on 2.26 acres at southeast Beach Boulevard and Spring Glen Road. Emerson Street also connects at the intersection.

ABC Fine Wine & Spirits has at least 14 stores in Northeast Florida.

Locations.DollarTree.com says there are 55 Dollar Tree stores in Jacksonville.

Dollar Tree recently changed its primary price point to $1.25.

The company, also based in Chesapeake, Virginia, says the stores sell housewares, glassware, dinnerware, cleaning supplies, candy, snacks, food, health and beauty, toys, gifts, gift bags and wrap, party supplies, stationery, craft supplies, teaching supplies, books, seasonal décor and more.

Corporate.DollarTree.com reports that the company operated more than 9,000 stores in 48 U.S. states and five Canadian provinces as of July 2025.

Dollar Tree announced July 7 that it completed its sale of Family Dollar to Brigade Capital Management LP and Macellum Capital Management LLC for $1 billion, subject to some adjustments.

It expects net proceeds of $800 million.

“The completion of this transaction marks a defining moment for Dollar Tree,” said Dollar Tree CEO Mike Creedon in a news release.

“With a singular focus on our core business, we are doubling down on what we do best – delivering value, convenience, and discovery to our customers every day. Now more than ever before, we are poised to accelerate our growth, innovate faster, and unlock our full potential as a category leader in value retail.”

Dollar Tree said it will continue to grow through new stores, new customers and an expanded assortment.

Dollar Tree bought Family Dollar in 2015 for $9 billion.

A Family Dollar operates at 5417 Beach Blvd., across Beach Boulevard from the new Dollar Tree location.

CNN.com reported March 26 that the sale of Family Dollar “closes the book on a sad and troubled chapter for Dollar Tree,” quoting Neil Saunders, an analyst at GlobalData Retail, in a note to clients. “Dollar Tree bit off far more than it could chew.”
