Jacksonville Surf Park lagoon in permit review as $20 million project

The inland wave destination is in design on 45 acres at southwest Florida 9B and Interstate 295 in eTown in South Jacksonville.

Developers of Jacksonville Surf Park applied to the city for its lagoon design in eTown at a project cost of $20 million.

The proposed scope of work includes a surf lagoon and ancillary support structures on the currently unimproved site at 11525 ETown Parkway .

The permit shows the surf park is planned on 44.85 acres southwest of the Florida 9B and Interstate 295 interchange in South Jacksonville.

Aventuur Jax Propco LLC owns the land. Prosser | Prime AE is the civil engineer.

Key components

Key components of the project include: 

• A surf lagoon with a prefabricated wave-generating machine.

• A service yard.

• “E-Houses,” with are prefabricated computer service rooms mounted on structural pads.

• Transformers and miscellaneous electrical equipment mounted on structural pads.

• A maintenance building.

• An outdoor spare parts container.

• A water treatment building.

• A cable tray enclosure.

• An outdoor chemical storage container and cover.

• Stair platforms to access the wave machine room.

• Miscellaneous site improvements.

The 45-acre Jacksonville Surf Park will be anchored by a 5.5-acre Wavegarden Cove surfing lagoon. It is within The Parc Group’s master-planned eTown community in South Jacksonville east of Interstate 295.

The civil, hardscape/landscape and site amenities will be filed in separate site development documents.

The permit says that the overall Jacksonville Surf Park beyond the lagoon and support facilities, when fully phased, will be a self-contained resort with outdoor recreational areas, offices, restaurants, shops, a surf school and bungalows.

The owner’s representative and development manager is MaddProject of New York City.

Surf park details

Global developer Aventuur and its Northeast Florida group of investors, through Aventuur Jax Propco LLC, bought almost 45 acres for almost $21.1 million on June 2, 2025.

It bought the land from Westland Timber LLC, associated with the Davis family.

The surf park will be Aventuur’s first in the U.S.

Pending approvals, construction is expected to start in early 2026 for completion and opening in early 2028.

The group said in a June 2 news release the purchase marks “a major milestone in its programmatic rollout of mixed-use surf, leisure and wellbeing destinations across North America.”

It said the purchase coincides with the completion “of a substantial equity fundraise, largely driven by Aventuur’s trusted general partners who brought together sophisticated local investors to enable the project’s development.”

The site is in eTown, a master-planned development by The PARC Group in South Jacksonville. The site was rezoned in February to Planned Unit Development to accommodate the project.

The release said the Jacksonville Surf Park has received support from The PARC Group, the Davis family, Jacksonville City Council, district Council member Raul Arias and the office of Mayor Donna Deegan, “who have all helped advance the project vision alongside Aventuur, its local partners and the North Florida surfing community.”

According to the release, the Jacksonville Surf Park will be anchored by a 56-module, 5.5-acre Wavegarden Cove surfing lagoon. 

It is designed to create “consistent, ocean-like surfing experiences for all abilities in a safe, controlled environment.”

Aventuur’s master plan includes multifamily residential and community spaces. 

“Radiating out from the lagoon, local surf and beach culture will be celebrated across the walkable mixed-use precinct, delivering shopping, dining and hospitality experiences in a natural setting,” it said.

The “Grove” will provide the center for community events. 

“Our team’s steadfast commitment to the Jacksonville community remains the cornerstone of the project,” said Riley Skinner, Jacksonville Surf Park general partner, in the release.

He said Aventuur, with the support of area families, surfers and the city, will help “realize our long-held dream of bringing a surf park to our hometown.” 

The permit documents identify the ownership as Aventuur Jax GP LLC.

The project’s local general partnership consists of generational developers, engineers and contractors.

According to the June news release:

“Comprising the GP, Lockwood Holmes, Jr., Lockwood Holmes, Sr., Austin Holmes, Riley Skinner, Hawley Smith, Morgan Phillips, Marshall Brown, Brad Davis and Rob Carlton are committed to delivering a surf park that is by Jacksonville, for Jacksonville.”

The Jacksonville Surf Park is designed with an environmental focus, including plans to integrate native landscaping, preserve existing vegetation and use recycled materials where possible. 

“Every Aventuur destination is shaped by the local community it serves, and Jacksonville is no exception,” said Nicholas Edelman, Aventuur co-founder and CEO.
