Fleet Landing says it is “evaluating a proposed new community concept” along Jacksonville’s Northbank riverfront and plans to seek conceptual review through the Downtown Development Review Board.
Fleet Landing Riverside is at 111 Riverside Ave., the former Haskell campus, for residents who “will be active, engaged adults age 62 and better.”
“More than a residential development, Fleet Landing Riverside represents a long-term investment in the vitality of Jacksonville’s urban core. It brings together financial strength, intellectual capital, and civic engagement in one thoughtfully designed community, activating the riverfront, supporting local institutions, and contributing to the economic and cultural life of the city,” Fleet Landing CEO Josh Ashby said in a Feb. 23 news release.
Fleet Landing says the 7.39-acre site offers zoning capacity for up to 728 residences. The first phase comprises 239 independent living residences, 28 assisted living and 18 memory care suites in a 32-story riverfront tower.

The project overview shows the design is for nearly 780,000 gross square feet, including more than 398,000 square feet dedicated to residential space, supported by circulation and amenity areas. Some spaces, along with access to the Riverwalk, will be public.
The layout includes a 152,000-square-foot structured parking garage, multiple dining venues, a swimming pool, a performing arts center and elevated decks.
Fleet Landing says the facility will create more than 130 full-time jobs.
Haskell, a global building services company, built the Riverside Avenue headquarters building in 1986. It sold the building and adjacent parking lot for $27.25 million in 2008 and was leasing it back. Haskell has moved its headquarters to the Southbank.
The property is owned by Jacksonville-based IGS Diamond S Inc. President Irving G. Snyder Jr. through 111 Riverside Avenue LLC, Riverside Plaza A LLC and Riverside Plaza B LLC.

This is the second effort of Fleet Landing to open a Downtown community.
It proposed building a 30-story residential tower at the Duval County School Board’s headquarters site on the Southbank Downtown in 2025.
The school board rejected the Fleet Landing offer to buy the property, instead accepting a proposal by Chase Properties that has since collapsed.
Fleet Landing also is building a $146 million campus in Nocatee.
Fleet Landing’s first campus, established by a group of military officers in 1985, is in Atlantic Beach. The not-for-profit’s mission is “to enrich the lives of older adults through high-quality programs and services to support successful aging.”
It offers independent, assisted and supported living, skilled nursing, rehabilitation and health care services.
