Developers appear to be gauging the potential of sites along Pecan Park Road in North Jacksonville near Interstate 95.
City power provider JEA is reviewing the service availability for a 12.2-acre vacant commercial site at 671 Pecan Park Road, west of I-95 and east of International Airport Boulevard.
It is on the north side of Pecan Park Road across from the Pecan Park Sun RV Communities and the Pecan Park Flea & Farmers Market, which are at southwest I-95.
The site is west of the 1,000-acre residential, commercial and industrial development proposed by Benderson Development Co. LLC at northeast I-95.
“Pecan Park Mixed Use” is described as a convenience store, two quick-service restaurants, a 100-bed hotel and 30,000 square feet of self-storage space.
A service request means that a project is being explored and not that a deal is imminent. A request asks JEA to determine the availability of connection points for water, sewer and other utility services.
England-Thims & Miller Inc. of Jacksonville is the civil engineer and applicant. The application does not specify who might be interested in the development.

The property is owned by C.O.B. Investments LLC of Newberry. It took over the deed in lieu of foreclosure in 2023.
Property owners, prospective developers and consultants can ask to determine the utility connections on land as they consider options for what can be built.
The site is near one of the four corners of I-95 and Pecan Park Road, with the RV park and flea market at the southwest, Benderson at the northeast and Love’s Travel Stops at the southeast.
Pecan Park Road runs about 6 miles from Main Street to the east, crossing I-95 to I-295 to the southwest.
Pecan Park Road is bracketed by the Benderson Development Co. land at northeast I-95 to the Amazon.com fulfillment center at northwest I-295 and Duval Road.
To the west of I-95, Pecan Park Road turns south, connecting past Jacksonville International Airport with Duval Road and International Airport Boulevard, north of I-295.
Amazon operates a fulfillment center at 12900 Pecan Park Road in that area. Love’s Travel Stops operates near there as well.
Benderson Development
Benderson Development Co. is laying the groundwork for development of its proposed 1,003-acre residential, retail and industrial development.
JEA issued a service determination letter Feb. 13.
Benderson, based in University Park, near Sarasota, asked JEA to determine the service availability for the master development north of Pecan Park Road between Main Street to the east and I-95 to the west.

The description of the Bacardi Master Plan, referring to the previous owner of the land, says full build-out will include:
• 2,657,600 square feet of industrial use among two estimated 1,000,000-square-foot buildings and an almost 657,600-square-foot building.
• 380,752 square feet of retail use, including a Publix Super Markets Inc. store.
• 67,000 square feet of medical use.
• 623 single-family residences.
• 550 multifamily units, comprising one-, two-, three- and four-bedrooms.
• 228 town homes.
A site and development plan for a commercial element at 15464 Nexus Place within the project shows a 50,352-square-foot Publix Super Markets Inc. grocery store, more retail space and commercial outparcels.
