City officials set to consider Eastside mixed-use development

Plans in the Phoenix Commons PUD rezoning application call for 77 residential units and 25,000 square feet of commercial space.

A development with residential and commercial uses is planned in the Eastside neighborhood about a mile north of EverBank Stadium.

Perfect Score Realty Group LLC has requested rezoning of 3.37 acres near East Eighth Street and Phoenix Avenue for the project, which includes 77 residential units and 25,000 square feet of commercial space, according to a city rezoning application.

State records show the LLC is managed by Lucius and Jacqueline Lattimore of Jacksonville. 

The plans are outlined in Phoenix Commons PUD, an application for a Planned Unit Development zoning for the property, which is between East Eighth and Pacetti streets. A PUD allows uses, regulations and standards tailored to a property.

The project would be developed in five phases, according to the application. Phases one and three would include commercial and residential development. Phases two, four and five would include multifamily residential development.

Parking on the property would provide 2.5 spaces per 1,000 gross square feet for commercial and retail space. For multifamily space, there would be 1.5 spaces per one-bedroom unit, two spaces per two-bedroom unit and 2.25 spaces per three-bedroom unit.

Attorney Cyndy Trimmer, who represents the developers, wrote in a text that the matter should come before the Jacksonville Planning Commission in April or May.

Optima Construction Management LLC will serve as the planner and engineer, according to the application.
