A portion of Florida 9B from Philips Highway/U.S. 1 to the Interstate 295 East Beltway is scheduled to open Thursday. Northbound lanes are scheduled to open at 10 a.m., with the southbound lanes opening Thursday evening after rush hour to repaint traffic lines.
