Downtown commuters found Monroe Street open at downtown’s west end Monday morning for the first time in about a year. The City closed the road in January to accommodate the surrounding construction site for the new Duval County Courthouse. Peyton scrapped construction plans in October that would have centered the building on the intersection of Clay and Monroe streets. Drivers better not get too used to the straight shot from Interstate 95 to downtown; the City is planning on closing the road again once an acceptable courthouse design is found.
