If you were out and about Downtown Monday and saw a video camera taping traffic, don’t be alarmed. James Boyle and Bill Milnes of the Jacksonville Transit Authority have been filming all over Northeast Florida the past several days taping footage of heavy traffic areas as part of an upcoming presentation on commuter rail. While in Downtown and Springfield Monday, the two talked with City Council members and area businesses for opinions on the hot topic.
