Ironically, while the commissioners were convened at the Ed Ball Building on Hogan Street, half a block away a French fashion photography team was shooting pictures for a Danish clothing company’s new catalog. Local model Cassidy Winegarden was the focus of the photograph, but the photographer chose a group of newspaper boxes as the best background for the shot.
