Brian Baldwin just purchased his 10th one-year street vendor permit from the City. He’s been selling hot dogs, sausages, chips and cold drinks under a shade tree at the corner of Julia and Monroe streets for nine years. Business has been up before – like during the busy times during the construction of the Bryan Simpson United States Courthouse at Hemming Plaza and improvements to the old federal courthouse across the street from his corner – but he’s been anticipating another project: the new County Courthouse. Baldwin said it’s been a long wait, but business is picking up as construction gets underway on the facility. One thing that hasn’t changed is Baldwin’s prices. “I sell my hot dogs for $1 – the same as the first day I was here,” he said.
