William Congdon was named general counsel of the St. Johns River Water Management District. He has served for 15 years as the district’s deputy general counsel and has been interim general counsel since October, when Hans Tanzler III left the post to become district executive director. Tanzler recommended Congdon for the position, which the Governing Board approved.

• The Florida Bar Board of Governors is seeking applicants for a vacancy on the Florida Supreme Court’s Bar Admissions Committee. The board seeks a lawyer to serve a two-year

appointment starting July 1. The committee coordinates the work of the bench, Bar, law schools and bar examiners. Those interested can call Bar headquarters at (850) 561-5757 for an application form. Applications are due Feb. 22. For information, visit www.floridabar.org. The vacancy will be filled at the March 23 meeting.

• The Jacksonville Ethics Commission Nominating Subcommittee announces that the commission is accepting applications for an open position. If interested, submit a resume, statement of why you want to serve and your qualifications to [email protected] by Wednesday.

• Karen Specie has joined Akerman Senterfitt as of counsel within the bankruptcy and reorganization practice and will be based in Akerman’s Jacksonville office. In addition to working with clients in Jacksonville, Specie also will continue to represent clients in markets throughout the state, including Gainesville, Tallahassee, Panama City and Pensacola. She joins Akerman from her self-named firm, Specie Law Firm LLC, and is admitted to the Florida and New York Bars.

• Gov. Rick Scott’s schedule shows he will be in Jacksonville today. Scott is scheduled to attend the Florida Sheriff’s Association Mid-Winter Retreat from 6-8 p.m. at the Hyatt Downtown.

• The JAX Chamber will host nine-day trips to China and Germany in October. The tours are open to anyone interested in exploring the countries. JAX Chamber hosted its first leisure trip to China in November with more than 170 people. The next trip is scheduled Oct. 23-31 and includes Beijing, the Great Wall, Shanghai and Suzhou. • Michael Waskiewicz has joined Rogers Towers as a member of the firm’s Litigation Department. He will concentrate his practice in all areas of commercial litigation, including bankruptcy and creditors’ rights. He received his J.D.in 2001 from the Widener University College of Law. He previously was a staff attorney for the Chapter 13 Bankruptcy Trustee, Douglas W. Neway, in Jacksonville.
