The undeveloped dunes along the west side of the Southside Connector in Jacksonville's Arlington area could soon sport rooftops.

A manager of Mill Creek II LLC, which recently bought the property from Mill Creek LLC, led by developer J.D. Collins, said the property already has been sold to Lennar Homes.

Andrew Norgart, the manager of Mill Creek II LLC, said Tuesday the property has been approved for 188 single-family lots.

"We've gotten our permits and approvals for a residential subdivision," he said.

Property records show Mill Creek II LLC paid $1.35 million for the property in a sale that closed July 11. Norgart said the property was just sold to Lennar. He said he had it about 11 days.

Site plans refer to the project as Mill Creek at Kendall Town, referring to its proximity to the Kendall Town Center residential and retail project north of Regency Square mall.

Norgart said the subdivision will be accessible along Tredinick Parkway.

"We didn't have any plans," he said. "We got permits and approvals and started talking to some folks and it started to come together."

He referred questions about the development to Lennar. Lennar representatives could not be reached for comment. Lennar has put up signs on the property.

The sale by Mill Creek II LLC to Lennar has not been posted to the Duval County Clerk of Court website.

A site plan for Mill Creek at Kendall Town that has been reviewed by the City shows a 54.4-acre site at southeast Lone Star and Mill Creek roads. It is north of Regency Square Boulevard North.

North Florida Engineering Services Inc. is shown as the project engineer.

The property does not front the Southside Connector, which is the Southside Boulevard extension from Atlantic Boulevard to the Dames Point Bridge and Interstate 295.

The vacant property that fronts the connector is called Kendall Town West and is designated for commercial and multifamily development. It is owned by Wells Fargo.

Jess Simmons, senior associate of brokerage and land services with CBRE Inc., is listed as a broker handling the listing on the property. He said the 134.8 acres is zoned for multifamily and commercial uses and is for sale at an asking price of $10.5 million.

Simmons said there is a lot of interest in the property but did not elaborate.

A flier about the project on loopnet.com shows the original concept plans included a two-phase multifamily development with 760 apartment residential units among 40 buildings; a 120-unit hotel; a 41-acre, up to 349,000-square-foot retail site for a big-box tenant, four "junior box" tenants and 10 outparcels; and a 35.3-acre office project comprising eight buildings totaling 282,000 square feet of space.

The lennar.com site shows it has 14 Northeast Florida communities in Jacksonville, St. Augustine, Orange Park and Ponte Vedra.

House prices range from $126,900 to $423,900 among the listings, and the sizes range from 1,544 square feet to 3,983 square feet.

More Regency development

East of the Southside Connector, the Regency Commons shopping center is gaining an EmbroidMe store

The City approved tenant build-out for a 1,700-square-foot EmbroidMe store at 540 Commerce Center Drive, No. 125.

Target Contractors Inc. is the contractor for the $13,000 project.

EmbroidMe is a privately held company based in West Palm Beach and calls itself the world's largest embroidery franchise with retail locations worldwide.

The site shows almost 200 stores in more than 40 states, as well as global locations.

"We are the world leader in full-service embroidery, garment printing, promotional products and personalized gifts industries, helping organizations and businesses everywhere to get the customized apparel and promotional products they need," says the site.

The website lists the Jacksonville address, although the phone number puts callers into voice mail.

The site says the Jacksonville store offers embroidery, screen printing and promotional products. Philip Mobley is listed as the contact. Mobley said he and his grandson, Henry Williams, bought the Jacksonville area franchise.

A Palatka store also is listed among the 19 Florida locations
