The Haskell Co. was ranked the most qualified on the Jacksonville Port Authority's short list of contractors it will consider to design-build its intermodal container transfer facility at the Dames Point Marine Terminal.
JaxPort evaluated the qualifications of 13 contractors for a project it estimates will cost about $24 million.
Haskell scored 19 out of a possible 20 points in the evaluation.
Scoring criteria were: project experience and resources of the prime contractor and design consultant, five points; project approach and understanding of the project by the team, five points; and past performance of the prime contractor and design consultant, 10 points.
Dana B. Kenyon Co. scored 18 points. Three companies, Balfour Beatty, Herzog Contracting Corp. and J.B. Coxwell Contracting Inc., each scored 17 Points.
Haskell, Dana B. Kenyon and Coxwell are Jacksonville-based companies. Balfour Beatty is a London-based company with an office in Fleming Island. Herzog Contracting is based in St. Joseph, Mo.
The scores from the statement of qualifications will be included in the final selection process. After the companies receive JaxPort's request for proposals Aug. 9, they will each submit a written technical proposal, worth up to 80 points, and provide an oral presentation, 20 points, for a total of 120 available points. The applicants' guaranteed maximum price for the project is required to be within JaxPort's budget.
The project is funded through grants from the Florida Department of Transportation, $20 million; and U.S. Department of Transportation, $10 million, from a Transportation Investment Generating Economic Recovery III grant.
The project will utilize a design-build method.
Cargo transported by train from the port is currently unloaded from ships, placed on trucks and driven to a rail yard in West Jacksonville. The intermodal container transfer facility will allow the port to reduce cargo transit time between ships and trains by having the railroad access closer to the docks. It also will reduce congestion on area roads by eliminating the truck trips to the West Jacksonville rail yard.
The port has proposed to locate the facility to the east of Interstate Highway 295, near its Dames Point Terminal.
The successful applicant for the project will be responsible for site development and construction of a seven-track rail yard that will utilize two wide-span cranes. The contractor will construct an access road into and throughout the facility, storm water ponds and drainage and an administration building.
The relocation of Dames Point Road also is part of the project, along with improvement to and extension of the existing CSX tracks into the CertainTeed property and port tenant CEMEX.
The applicants are scheduled to submit their written proposals by Sept. 6 and oral presentations are scheduled for Sept. 16-17.
Joe Miller, senior director of facilities management for JaxPort, said he wants to present the project to the JaxPort board of directors at its September meeting so the project could be completed this year.
