Public Works Director Jim Robinson answers questions Monday from City Council members about a proposed bill that would provide a three-year moratorium on mobility fees paid by developers. Such fees help to pay for infrastructure resulting from growth. Three Council committees meeting jointly Monday postponed a vote on the moratorium legislation, 2013-94, proposed by Council member Richard Clark. Council was expected to vote today but the committees deferred action. Ten Council members and President Bill Bishop attended the joint meeting of the Council Finance, Rules and Transportation, Energy and Utilities committees. Few supported the three-year time period for the moratorium, but some were in favor of a one-year moratorium that could be reviewed for effectiveness. Bishop proposed re-creating the Mobility Plan Task Force of Council members and citizens to develop a mobility-fee plan agreeable to developers and the community. The task force last met in 2011. Council member John Crescimbeni proposed to meet with members of both sides of the mobility fee issue to seek an agreement about the proposed ordinance.
