Retailers LUSH Fresh Homemade Cosmetics and DTLR, which is Down Town Locker Room, are planning their first stores in the Jacksonville market.
LUSH Fresh Homemade Cosmetics intends to open at St. Johns Town Center, near Forever 21.
DTLR, a clothing retailer aimed at the 30-and-under demographic, plans to open in River City Marketplace.
Building permits are pending for both. No contractors have been named for either.
Build-out is pending for LUSH at 4813 River City Drive, Space 149A, in the St. Johns Town Center in Southside.
The permit application shows a $27,500 renovation of 1,469 square feet of space.
According to the lushusa.com site, LUSH began in the 1970s in England when Mark Constantine, a trained trichologist, who studies the health of hair and scalp, and Liz Weir, a beauty therapist, met in a hair and beauty salon in Poole, England. They began creating products at home with natural ingredients for the hair and skin.
The site says that in the early 1980s they developed products for The Body Shop and became a supplier. The agreement prevented them from opening another retail shop for five years, so they set up a mail-order cosmetics company called Cosmetics-To-Go, which eventually was sold.
The two and several others from Cosmetics-To-Go spent money on fresh fruits and vegetables and created and sold products in a shop. Mark Constantine created the fragrances.
In a customer contest, the name LUSH was suggested and chosen. That was 1995.
According to the site, on a 1996 trip to England, Canadians Mark and Karen Wolverton visited the LUSH shop and decided to open the first international store in Vancouver.
In 2003, the first American store opened in San Francisco and the company now has more than 150 shops in North America, all supplied by two cosmetic kitchens in Canada.
The website shows nine Florida locations and another coming soon in South Florida. Jacksonville is not listed.
The permit application lists the owner as Lush Cosmetics N.Y. LLC in Vancouver.
An online job listing for a LUSH "floor leader/key holder" says it's for its new Jacksonville location in 2013.
DTLR, a shop focused on apparel and shoes for a core demographic of customers from ages 15-30, is planned at 13221 City Station Drive in the North Jacksonville marketplace.
The application shows a $40,000 build-out of 6,000 square feet of space.
DTLR is based in Hanover, Md. Its logo is "Your Fashion … Your Lifestyle!"
The dtlr.com site says DTLR has been in business for 30 years and sells footwear, apparel and music. It operates more than 80 stores in Alabama, the Carolinas, Georgia, Illinois, Indiana, Maryland, Missouri, New Jersey, New York, Virginia and Washington, D.C.
DTLR says on the site that it "values the lifestyle of today's youth and is committed to bringing the hottest fashions to the streets. By retailing the latest designs from apparel & footwear companies such as LRG, New Era, Levi's, Nike, Adidas, Polo, UGG, New Balance & Timberland, DTLR is able to stay fashion forward."
It says its marketing department holds grand-opening events for new store locations, event sponsorships and vendor promotions and a "Street Team "is concentrated in the neighborhoods with late model SUVs wrapped with DTLR decals promoting the store at local club events, neighborhood festivals and at music and high school events."
It says its music department offers the latest CDs, DVDs, video games and tickets to events. The department also brings hip-hop and R&B artists to regional DTLR stores for meet-and-greet events.
The site says the company's community outreach department targets males ages 13-21.
"Our outreach department creates exclusive programs and partners with organizations that assist inner city youth with education projects, community beautification and athletics," it says.
Banking offices
The Daily Record reported March 11 that JPMorgan Chase planned to open at least five banking offices in Northeast Florida, with at least four in Jacksonville and one in St. Johns County.
Those are in addition to the Chase office with an ATM at 7301 Baymeadows Way, near Cypress Plaza Drive, and a Chase ATM in Neptune Beach at 233 Atlantic Blvd.
Among other banks filing plans for expansion:
• CertusBank NA of Greenville, S.C., intends to open a branch at 10970 San Jose Blvd. No contractor is specified on the permit application for the $140,000
project to renovate a 3,045-square-foot building at San Jose Boulevard and Claire Lane. The site is a former First Guaranty Bank.
CertusBank operates one branch in Jacksonville at 13474 Atlantic Blvd. Communications Director Nicole Lockman, a senior vice president, said CertusBank has plans for growth in the market but did not have any further information "this far in advance."
• Community First Credit Union intends to open along Village Lake Circle. Site development plans show a 4,000-square-foot office on almost 1 acre. Auld & White Constructors LLC is the applicant/developmer
• First Citizens Bank proposes a two-story, 7,200-square-foot building on a third of an acre at 1471 San Marco Blvd. First Citizens Bank & Trust Co. plans the development at San Marco Boulevard and Cedar Street. Construction and site plans are under review.

Windsor at San Pablo approved by City
The City OK'd construction Thursday for Windsor at San Pablo, a 115-bed assisted-living project at 4000 San Pablo Parkway.
J. McLauchlin & Co. of Ocala is the contractor for the two-story, 84,240-square-foot building at a project cost of $9 million.
The developer is Lawrence ALF Investments LLC and the engineer is Taylor & White Inc.
In January, the City approved construction of the Windsor of Jacksonville at Timuquana, a 115-bed assisted-living facility at 5939 Roosevelt Blvd.
J. McLauchlin & Co. also is the contractor for that two-story, 84,240-square-foot building at a project cost of $9 million. The engineer is Taylor & White Inc. The developer is Lawrence ALF Investments LLC.
They are two of at least a dozen assisted-living or adult-care projects under way or planned in Duval County, regulatory records show.
