The City Parks & Recreation Department took over Hemming Plaza on Thursday morning to begin preparing for the Jacksonville Jazz Festival. Hundreds of live plants and flowers were installed along with tents and decorations for the three-day outdoor music event. Eleven acts are scheduled to perform on the
