Mobility fee calculation bill: Councilman Bill Bishop's legislation to have a technical advisory panel of traffic engineers advise the Planning Department on the proper method to calculate mobility fees was approved by the Land Use and Zoning Committee and awaits a final vote from the full City Council. The bill also includes a method to appeal the Mobility Fee calculation to the advisory panel. The legislation was the result of a workshop with the LUZ Committee, where NEFBA members provided examples of inconsistencies in the Planning Department's calculations of mobility fees. The bill was co-sponsored by 12 council members.

Nassau County
Proposed mobility plan: Nassau County's recently proposed mobility fee plan was returned to the Mobility Fee Task Force for further review by the County Commissioners at the request of several community groups. The groups' issue with the plan was the lack of exemptions for churches and private schools. The plan is being designed to replace the county's transportation concurrency system.

Clay County
Transportation funding study: Clay County and the North Florida Transportation Planning Organization are conducting a transportation infrastructure funding study. An April meeting reviewed the study's initial findings, including the identification of 2025 deficiencies and cost estimates for those improvement projects (roughly $100 million). Additional meetings will take place over the summer to discuss prioritizing projects, existing revenue projections and potential revenue sources.
New parks and recreation chief: Clay County hired Jeff Boyer to assume the role of the county's new parks and recreation manager. He was formerly with the Clay County YMCA.

St. Johns County
Commercial concurrency: The St. Johns County Board of County Commissioners approved legislation that will help improve commercial concurrency laws in the county. Changes include streamlining the proportionate fair share process, increasing the allowable period for the payment of proportionate share, simplifying the concurrency review of minor projects, decreasing the study area for smaller non-residential projects and increasing the impact threshold for road segments not directly accessed by non-residential projects.
