Council approves Moné Holder for new seat on Planning Commission

Holder was appointed as an at-large member in 2023 and will move to represent District 5, replacing Tina Meskel.

The Jacksonville City Council finalized the appointment of Planning Commission member Moné Holder to a new position on the nine-member board. 

Holder, who was appointed to the commission in 2023 as an at-large member, will move to the District 5 seat after Council’s 18-0 vote Aug. 12. Councilmember Tyrona Clark-Murray of District 9 was absent for the vote.

The vote came on Resolution 2025-0478.

Holder will serve a partial term until Oct. 1, followed by a full term until October 2028.

The District 5 seat was vacated by former Vice Chair Tina Meskel of Meskel & Associates Engineering, who sits on the 2025 JAX Chamber executive committee. Meskel vacated her seat prior to the end of her term. 

According to a May 19 resignation letter provided by the city, Meskel said she was vacating the seat due to “significant” challenges impacting her engineering firm. Meskel, who offered to stay in the role through July 31, said she was “unable to dedicate the time and attention this important position requires.”

Jacksonville-based lawyer D.R. Repass has been nominated to take Holder’s seat as an at-large member. Legislation to appoint him to the commission, Resolution 2025-0556, is in the Council pipeline.

According to her resume, Holder has served since 2021 as the senior director of advocacy and programs for Rising Florida, a voting advocacy organization that works to expand political power and advance economic and racial justice in “Black and brown communities.”

Before that, she served in roles with New Florida Majority, a similar group. With New Florida Majority, Holder worked as the senior program director for policy, advocacy and research; the legislative and policy director; and the program and political coordinator.

Holder earned a bachelor’s in political science in 2008 and a master’s in public administration in 2009, both from Florida A&M University.

Holder also serves on the board of directors for READ USA and as the legislative chair for the Jacksonville chapter of Jack and Jill of America.
