City Council confirms Susan Kelly as Community Planning Division chief

Kelly has worked with the city government in various roles since 2007, most recently as a city planner supervisor.

The Jacksonville City Council confirmed Susan Kelly as the Planning and Development Department’s chief of the Community Planning Division on Aug. 26 with a 17-0 vote, with Council members Jimmy Peluso and Terrance Freeman not present. 

Kelly, who has worked for the city in various roles since 2007, will manage the city’s land use and zoning, historic preservation and brownfield redevelopment.

Her confirmation came on Resolution 2025-0544. 

Kelly had served as a city planner supervisor in the land use section since 2024. Before that, she worked for the Downtown Investment Authority as a redevelopment coordinator, as the Planning Department’s city planner supervisor for historic preservation, and in various other city planning roles for the Department.

She graduated with a bachelor’s from the University of Florida in 2000 and a master’s from the Georgia Institute of Technology in 2007.
