The development company led by former Florida Lt. Gov. Carlos Lopez-Cantera and his family bought West Jacksonville property in review for development as JAX Westlake Logistics Center.
Jax Industrial Five Ltd. paid almost $7.11 million for the 58.28-acre Westlake Industrial Park property March 30. Through Westlake Land Management Inc., Atlanta-based Norfolk Southern Corp. sold the land.
Westlake Land Management owns Westlake Industrial Park, which is west of Interstate 295 and north of Interstate 10.
Coral Gables-based Pan American Jax 5 LLC is the general partner of the acquiring limited partnership. Lopez-Cantera is a manager of that LLC.

The deed, recorded April 1 with the Duval County Clerk of Court, identifies the purchase as Westlake Parcels 14-15.
Pan American Group Inc., led by Lopez-Cantera family members, filed civil engineering plans with the city Jan. 5 for those parcels, showing the 58.28 acres is part of a larger piece of property, 265.6 acres, west of the BJ’s Wholesale Club distribution center.
Plans show Pan American Group proposes a 617,760-square-foot building along Pritchard Road.
Colliers Executive Vice President Guy Preston represented Westlake in the sale. Colliers Senior Associate Seda Preston will represent leasing at JAX Westlake Logistics Center.
Lopez-Cantera’s group registered Jax Industrial Five Ltd. with the state Feb. 23, 2026, soon after it registered its general partner, Pan American Jax 5 LLC, with the state Jan. 14, 2026.
England-Thims & Miller Inc. of Jacksonville is the civil engineer. Its report filed with the city says Pan American Group Inc. proposes the development of a 58-acre site east of the intersection of Cisco Drive West and Pritchard Road.
A marketing brochure by the Colliers commercial real estate company says targeted completion of the building is the second quarter of 2027.

Since 2020, Lopez-Cantera’s family company has developed and sold three Jacksonville industrial parks, filed plans for Westlake Logistics Center and appears to be exploring an additional project in North Jacksonville.
City utility JEA issued a service availability determination letter March 2 for Airport Industrial Park West to comprise two warehouses on 35.31 acres between Pecan Park Road and International Airport Boulevard, east of Jacksonville International Airport in North Jacksonville.
A JEA request means a project is being explored. The request does not specify the size of the warehouses.
PanAmGroup.com says Pan American Cos. was founded in 1990 as a full-service real estate development and investment firm for projects throughout South Florida.
Lopez-Cantera, as executive vice president, leads Pan American’s Industrial Development Division and is responsible for all aspects of project development, including contract negotiations, entitlements processes and construction management. He has been part of the organization since 1998.
In general, Pan American creates limited partnerships to buy properties and limited liability companies to serve as their general partner. Lopez-Cantera is one of the managers of those LLCs.

Former Gov. Rick Scott appointed Lopez-Cantera as lieutenant governor in January 2014. Voters elected Lopez-Cantera to a full term with Scott in November 2014, serving 2015-19.
