Boys and Girls Clubs executive nominated to JEA board

Paul Martinez would replace Arthur Adams Jr. on the public utility’s governing body.

The president and CEO of Boys and Girls Clubs of Northeast Florida has been nominated to a seat on the JEA board of directors.

Jacksonville City Council President Kevin Carrico nominated Paul Martinez, who has worked for Boys and Girls Club since 2014, to the board of the city-owned utility. Carrico, the vice president of strategic initiatives for Boys and Girls Clubs of Northeast Florida, made the nomination in city Ordinance 2026-0119.

With Council approval, Martinez would replace Arthur Adams Jr. on the board.

Adams was appointed to the board in 2024, when he was an executive at CSX. In the fall of 2025, Adams posted on LinkedIn that he was closing “an extraordinary chapter of my career” and was “exploring new executive opportunities.”

The post came Steve Angel was appointed president, CEO and board member of CSX in September 2025, succeeding Joe Hinrichs.

According to Martinez’s resume attached to the ordinance, he was the city’s director of intragovernmental services from 2013 to 2015. He was CEO of Martinez and Advertising Group from 1995 to 2013, and was founder and CEO of the Car Channel from 1991 to 1994.

Martinez also serves as a board member on the Florida State Hispanic Chamber of Commerce and as a board member on the Mayor’s Hispanic Advisory Board, among other roles.

Martinez’s nominating legislation was introduced at the Feb. 10 Council meeting. His appointment is set to appear before the Council Rules Committee before a full Council vote.
