Concerned Taxpayers of Duval County President Victor Wilhelm met the media outside City Hall Thursday to announce the group has added 13 additional counts to its lawsuit challenging the legality of the City’s agreement with Waste Management to continue to operate the Trail Ridge landfill. The amended suit alleges violations of the state’s open government (“Sunshine”) laws and improper use of “shade” meetings as part of the contract award process. “The Concerned Taxpayers of Duval County want to serve as a catalyst to reform the way City officials do business,” said Wilhelm.
