The AT&T government affairs leader will take over those duties at the university starting in November.

The University of North Florida appointed Heather Duncan as its vice president for governmental affairs starting in November.

Duncan, who has been regional director of external and legislative affairs for AT&T, will manage UNF's governmental affairs program.

She will serve as a member and leader of the State University System lobbyist team and as a liaison for governmental affairs with elected officials, municipal and county governments, the Florida Legislature, the Duval Delegation and community groups.

Duncan also will serve as UNF's representative on the JAX Chamber's government affairs board and state issues task force, draft proposed legislation and advise UNF President David Szymanski about issues related to federal lobbying initiatives.

Her LinkedIn profile shows she worked in the telecommunications industry for more than 25 years and with AT&T since 1994.

At AT&T, Duncan has been responsible for municipal, county and state legislative affairs as well as community affairs for Northeast Florida, including Duval, Nassau, Baker, St. Johns, Clay, Alachua, Flagler, Volusia, Bradford, Union and Columbia counties.

She served as area marketing director for AT&T and as regional director of advertising and promotion.

Duncan succeeds Janet Owen in leading governmental affairs at UNF. Owen joined the University of Central Florida on June 22 as vice president for government relations.

Owen also was associate general counsel at UNF.
