• During the Jacksonville Port Authority’s board of directors meeting Tuesday, David Kulik was elected chair for the 2009-10 year, which starts Oct. 1. Kulik succeeds William Mason, who is completing his second full term. Buck Fowler was elected vice chair, Reginald Gaffney was re-elected secretary and Herschel Vinyard was elected treasurer. Steve Busey and Ricardo Morales are also on the Port’s board.
