Windsor at San Pablo owner buys land for independent living facility

Legend Senior Living operates independent living, assisted living, memory care and nursing homes.

The company that owns The Windsor at San Pablo assisted living and memory care facility purchased land next door where it plans to build an independent living facility.

Legend Senior Living of Wichita, Kansas, owns the 115-bed The Windsor at San Pablo at 4000 San Pablo Parkway.

JAX ILF 1 LLC paid $2.2 million for 4.93 acres at San Pablo Parkway and Crosswater Blvd. The seller was Pablo Bay II LLC, led by Jed Davis.

Legend Senior Living’s CEO Tim Buchanan is listed as manager of JAX ILF 1 LLC.

Developer Lawrence ALF Investments LLC, headed by Buchanan and Stephen D. Russell of Sarasota, is planning an independent living facility on the property.

 Buchanan and Russell are also grantees of a $1.6 million mortgage to JAX ILF 1 LLC.

 Civil engineering plans filed with the city Development Services Division show a proposed 137-unit, 171,708-square-foot three-story building with a pool, cabana, putting green, carports, garages and parking.

The property recently obtained a zoning exception to serve all alcoholic beverages.

Legend Senior Living said on its website it owns and operates independent living, assisted living, memory care and nursing homes in Florida, Oklahoma and Kansas.

 Their independent living facilities offer maintenance-free living in one-, two- and three-bedroom apartments with services such as restaurant-style dining, educational programs, cultural events, fitness rooms, outings, transportation and garages.
